Conservative Laestadianism is the biggest revival movement inside the Finnish Lutheran Church with approximately 120 000 members. From the point of view of church history it is a Lutheran movement with roots in German pietism and teachings of Swedish priest and preacher Lars Levi Laestadius (1800-1861). Conservative Laestadianism is a political movement in many ways. In the fi rst place it is a political community, which defi nes itself strictly against the other, who include other Christians, “the world” and non-believers. Conservative Laestadianism is an exclusive movement: it is them alone who hold the keys for salvation. They believe that the Holy Spirit actually lives and acts inside the community, which makes it the true Christian church. Because of this Conservative Laestadian church, God’s Kingdom, is an infallible authority. This is the foundation for the hierarchy of political power inside the movement. It is obligatory to obey the rules given by pastoral authorities. Despite the fact that there are authorities inside the movement, Conservative Laestadianism can at the same be seen as modern religious movement, where power is dispersed among the faithful. This means that possibly the most important form of power in the movement is normative and operates by believers disciplining themselves. Second, Conservative Laestadianism has an open political agenda on the context of state, society and party politics. Conservative Laestadian political thinking is moderate conservatism, which supports strongly the authorities in state and society and rejects all kinds of revolutionary thinking and actions. The parties of Conservative Laestadians have traditionally been the Finnish Centre Party and the National Coalition Party. LParties leaning on the political left are shunned because of their atheist tendencies and “disjunctive” politics. The political thinking of Conservative Laestadianism can be interpreted as a political theology where theology and politics are in multi-layered relationship. Their theology has many detailed political implications, such as political statements with theological argumentation and the use of power based on the concept of God’s Kingdom inside the community. The meta-structure of the political theology of Conservative Laestadianism is defi ned by a conceptual analogy between the ideas of one, sovereign God, exclusive and earthly God’s Kingdom, and sovereign authorities of state and society.Inside this structure there is a strong demand of pervasive obedience for the will of sovereign authority in general. Structure as whole has resemblances with Christian idea of Trinitarian God; Father, Son and Holy Spirit. Also enemies in Conservative Laestadian theology are sketched through the concept of three entities, which share the same roots: they are devil, “the world” and the weak fl esh of man.These resemblances and analogies together can be seen as a sign of the structural and fundamental relations of community’s theology / metaphysics and political thinking as described by Carl Schmitt.

Finlands program för romsk politik (Rompo3) gäller åren 2023–2030. Rompo3 grundar sig på EU:s strategiska ram för romers jämlikhet, inkludering och delaktighet. Som EU-medlemsstat har Finland förbundit sig till målen i ramprogrammet och strävar efter att främja romers jämlikhet och inkludering inom olika livsområden. Genomgående mål för programmet Rompo3 är jämlikhet, inkludering och delaktighet samt att undanröja diskrimineringen av romer genom ingripande. Dessa prioriteringar styr integreringen av de rompolitiska åtgärderna. I programmet Rompo3 ingår fyra sektorspecifika målhelheter som gäller utbildning, sysselsättning, boende och hälsa och dessutom åtgärder som stärker romernas sociala, språkliga och kulturella rättigheter. Rompo3 har utarbetats i samarbete med olika intressentgrupper och åtgärderna riktas med hjälp av livscykelmodellen. I enlighet med Europeiska kommissionens riktlinjer rapporteras om genomförandet vartannat år. Kommissionen följer upp framstegen med hjälp av enkäter som EU:s byrå för grundläggande rättigheter gör och genom respons från det civila samhället. EU:s nuvarande 10-årsplan genomgår en grundlig halvtidsutvärdering på EU-nivå och en halvtidsutvärdering för Finlands del har också skrivits in i programmet Rompo3.
